A unified framework that covers regulation of prescriptive and performance-based fire safety design

Abstract
In this paper, Monideep Dey proposes the general principles and outline of a framework for fire safety regulation that covers both prescriptive and performance-based fire safety. Monideep Dey argues that the immediate benefit of this framework is to allow development of a systematic top-down or global approach to fire safety, as opposed to piecemeal, that can be used to develop schemes for use with existing ISO conformity assessment standards. The framework can also eventually be used to make improvements to fire codes to unify prescriptive and performance-based requirements.
